Thank you so much for this suggestion. After spending hours trying to fix everything, I had low hopes for installing some random software to work but surprisingly it did. You only need to download the drivers. All I checked was the drivers and none of their software.

The drivers took awhile to install but after installation, I fired up Microsoft Word and all the options were enabled! Didn't even require a restart. Thanks again NoyPiAko for the suggestion. Apparently this issue is too difficult for Microsoft and Wacom to figure out. This is it, install Smartboard drivers , incredible.
